Do the rods in your eyes have memory??

Answers: Not the rods, but your brain has memory, and your brain is hooked up to your rods (photographic memory? Remebering pictures of things? Yeah, brain)

It is possible that you are referring to when you stare at an image, and look away and see it somewhere else. This isn't rod-memory. When you are staring at an image, your rods (through a biochemical process) are isomerized, and eventually the rods become tired. When you look away, your rods are still tired and the other photopigments in your eye are at a normal level, so your brain interprets the difference in activity as activity by the OTHER photopigments, thus, the afterimage.
i wouldn't exactly call it memory

it's just that it takes them time to recover from a previous excitation
