Does an underactive thyroid cause breathlessness and water retention.??

Not usually. This sounds more like congestive heart failure. Either way, these are serious symptoms, and you should be seen by a doctor immediately.
A member of my family has got it I asked a question on here and was given a good link so if you check my questions you will see, I was surprised at all the things it can cause, if you check it out you will find out that in some cases it can cause the problems your having, also go and see your doctor cause either way you shouldn't be having problems like you are. not sure about the breathlessness, but it can cause water retention. best to speak to a doctor if u have any doubts or worries.
No it does not cause these issues. You may have another condition. Congestive Heart Failure as stated earlier may be one of the issues. I would suggest a doctors visit. Make a log of how often this breathlessness occurs, when it occurs and what you were doing when it started. Some of the best test to start with are a EKG (echo cardiogram) an Pulmonary function test and possibly even a sleep study to make sure there is no abnormalities during your sleep to cause these types of issues.
