Use witch hazel compresses from cold product- stored in frig.
smear hemmorrhoid cream under eyes.
Ask Dr. if you are healthy.
Don't just sit around- fresh air while you exercize take's the baggy eyes away and gets' the pasty look off your face.
I have heard (and admit have tried) haemorrhoid creams such as rectinol under the eyes at night reduces inflammation of the bags. (Did seem to work). Otherwise consider a surgical procedure.

First of all, getting more sleep with help. And then what I use is Hemorrhoid cream. It reduces the swelling and the dark skin tone both. Works great.

Sleep a lot and then wash your face with warm water.
It pulls the bags back into place.
Slices of Cucumbers on the eyelids ?
Use anything that can retain water for a long period of time: chilled cucumber slices, chamomile tea bags, or a cold, wet cloth. While sitting up, apply any one of these (chamomile seems to be most effective for people) to the under eye area. To reduce swelling in the future, sleep on a slight incline, with your head raised to decrease blood flow to your face.
Also, some people swear by hemorrhoid cream, which makes sense, but has not been tested clinically...if you do decide to use it, make sure to keep it out of your eyes!!!!

PS under eye swelling is different than under eye circles. That is caused by a whole different thing.
Cold tea bags will help shrink them, and its cheap to do. Place them in water and let them absorb some of the water..wring gently and place on closed eyes for about 15 minutes.
